A Video Tool for Public Information Videos and Resident AI Classes

Public institutions need video in two directions. One is promotion that announces policies and events; the other is hands-on material for the AI classes they run for residents. The first comes in many kinds with small budgets per piece, so commissioning a contractor every time is hard. The second is in growing demand, but choosing a tool for the classroom is tricky. What public institutions make with it

Can staff make promotional videos themselves without commissioning a contractor?

Yes. Without a filming or editing crew, you describe what needs announcing in sentences, scene-by-scene scripts and video are generated, and you adjust order and length on the same screen.

Public content changes wording often. When an application period is extended or eligibility is adjusted, the video has to be made again, and with a contractor each change brings a revision request and a review period. Made in-house, it ends with editing the wording and generating again. Large flagship videos can stay with contractors while the guidance videos needed day to day are handled internally.

Can it be used in AI classes for residents?

Yes. Nothing needs to be installed and it runs straight in the browser, so it can be used on classroom PCs at community centres, public service centres, lifelong-learning centres and welfare centres without bringing in separate software.

More classes for residents now cover generative AI, but choosing the tool is where they get stuck. Editing software takes time just to learn to operate, and services whose screens are only in English raise the barrier for older participants while each person has to pay separately.

In HFLUX you describe a scene in a sentence and check the result right away, so participants learn by making rather than by operating software. It suits programmes that need a result within a short session, such as smart-device classes, resident media classes and digital classes for seniors. Ending the session by watching the participants' videos together leaves the results in hand.

The number of sessions and their order are up to each programme. Generation takes some waiting depending on model and length, so overlapping the steps, writing the next sentence while waiting, keeps the time from going idle.

Can it make guidance videos for foreign residents and multicultural families?

Subtitles you make in Korean can be translated into 9 languages in the Edit tab, and the interface itself is available in 9 languages.

Generating the same guidance script again with only the language changed gives you another language version. Where many foreign residents live and request procedures or programme guidance is needed in several languages, it can be handled on the same screen without commissioning translation and dubbing separately. The interface can be set to Korean, English, Japanese, German, Portuguese, Spanish, French, Simplified Chinese or Traditional Chinese, so foreign participants in a class can practise on a screen in their own language.

Do we need an annual subscription contract?

No. HFLUX runs on prepaid credits rather than a subscription. There is no annual contract or seat commitment: you top up what you need, and a period without use costs nothing.

Public budgets are set per project with fixed spending windows. An annual subscription keeps charging after the project ends, while prepaid credits only spend what the project needs. Using separate services for image, video and speech means separate fees, payments and records for each; HFLUX keeps 41 AI models in one account. Credits stay valid for one year from the date of payment, and unused remaining credits are refundable. The conditions are in the Terms of Service.

These are the fixed US dollar prices for payments outside Korea through PayPal. The rates needed for budgeting are all published: the per-second credits for each model and the actual cost by length are on the pricing page, so you can work out at the planning stage what a number of promotional videos or class sessions will cost.

A 100 credit welcome bonus is added on your first top-up. While evaluating, the smallest pack is enough to check output quality and generation time.

Can participants each create an account to practise?

You must be 18 or older to create an account. Classes for residents are mostly attended by adults, so participants can practise on their own accounts.

This restriction is stated in the Terms of Service. Participants can sign up individually, or the institution can prepare practice accounts. Programmes that include people under 18 cannot give them personal accounts, so they follow along on the instructor's account screen: participants write the scene descriptions and the instructor runs the generation, and everyone watches the result together.

Can it be used for staff AI training?

It can serve as a hands-on tool in AI training for staff.

What sets it apart from other practice tools is that what is made in training can be used in the job as it is. Once the promotion team can make videos directly, the guidance videos each department needs from time to time are handled in-house, so training and adoption happen in one step.

What documentation is available for budget spending?

Payments outside Korea are processed through PayPal at fixed US dollar prices. Won payments in Korea can be processed with a Korean tax invoice, and quotations and statements of account go through the same channel.

Can the videos we make be used on our official channels?

The outputs you generate are yours to use. They can be posted on official channels such as YouTube and Instagram and shown at events.

If you upload real photos or video of people to generate from, you need consent from the people shown. That applies whether or not an AI tool is involved. If you plan to post participants' work from a resident class on the institution's channels, it is worth getting consent for the scope of posting at the same time. Rights are covered in the Terms of Service and the scope of personal data processing in the Privacy Policy.

There is no need for the institution to sign up to several services and handle payment and records for each, and in a resident class, putting the same sentence into different models and comparing the results is itself practice material.

Where do the files you make end up?

Outputs are kept in company storage for up to 7 days and then deleted automatically, and they are deleted immediately if you close your account.

For image outputs and speech synthesis outputs, only one representative file per generation is kept for the same period; the rest are not stored on the Company's servers and are saved only on your own PC (locally). With background removal the original never leaves your machine, and subtitles generated in the browser keep the audio on your machine. Retention is not guaranteed, so save the original to your PC as soon as you generate it. The details are in the Privacy Policy.
